Dutch newswebsite NOS reports that many commercial landlords often do not return the deposit to their tenants. Even though there seems to be no ground to do so, they simply try to get away with it. A main reason for the increasing number of landlords not returning deposit, is that there has been an increase in temporary rent agreements. With a higher rate of movement among tenants, the possibilities to keep a deposit increases to such an extent that it is becoming a model for revenue in the eyes of some lessors. 

The amounts in question can be rather significant. In cities like Amsterdam or Utrecht, charging double or triple the rent as a deposit is certainly not a rarity. Deposits in the range of € 3000 to € 6000 are common and are apparently worth pulling a trick for in the eyes of some landlords. 

This can lead to situation in which not a single euro of the deposit is refunded, even though there is no damage reported at all. In other situations damages are reported afterwards with little proof or agreement of the tenants, who usually do not know how to handle and proceed in a situation after their initial demands are not met.

Expats and internationals are often the victim of such practices. Their limited knowledge of the Dutch legal system and having to demand their money back from abroad makes them vulnerable targets.
